DEMON body worn video manager proving a success
The first solution for the administration and evidence management of headcams and body worn video is currently undergoing its initial roll-out in Derbryshire. DEMON body worn video manager, jointly developed by Derbyshire Constabulary and Scyron, simplifies the process of using the technology and dealing with the video and audio information captured. A total of 75 officers - including Police Community Support Officers - have been trained on the new system and are reporting impressive results from its implementation.Simplicity is the key
The system combines the miniature cameras worn on headbands or jackets with barcode technology and a comprehensive Microsoft Windows-based administration and data management software solution. At the start of a shift, an officer simply scans their ID card with a barcode scanner to sign it out. At the end of shift, the officer signs the equipment back in via the barcode and downloads their video and audio footage via a memory card reader into the computer system.Using easy-to-follow dropdown menus, the officer can decide which information is evidentially significant and burn a DVD, which is automatically labeled with key information and printed with the Service's crest. The system can then create a statement to accompany the video evidence. The statement is pre-populated with the officer's details (captured by the barcode scanner); the date and the time their shift began; and the time any footage was recorded. The officer simply adds any relevant incident-specific information.
Once the data is downloaded, the memory card can be automatically wiped clean for re-use on the next shift. The system is completely tamper-proof and records a full audit trail each time footage is accessed. DEMON body worn video manager complies with DPA, ACPO, Home Office and MoPI guidelines.
The law of unintended consequences
In addition to helping secure convictions and reducing the administrative burden, the pilot has highlighted one very welcome side effect. Officers wearing body worn equipment face less abuse from the public and the number of erroneous complaints is reduced as video evidence of the incident can be immediately produced.DEMON body worn video is the result of significant research, development and investment from Scyron and Derbyshire Constabulary. Commenting on it's initial roll-out, Chief Inspector Graham McLaughlin said: "Whilst we cannot claim to put more officers on the streets with this technology, we can say that officers using it spend more time on patrol and less time writing statements."
